中文摘要南部地區由於受天候環境限制,河川流量豐枯極不均勻,加上環保意識日益提升導致水庫興建屢屢受阻,使得區域用水日漸困難;目前嘉義地區之生活及工業用水主要由仁義潭水庫及蘭潭水庫供應,但其水庫出水量尚不足以供應嘉義地區用水,部分仍需由烏山頭水庫支援用水,為求嘉義地區水源穩定供給,經評估更新改善台糖公司所屬鹿寮溪水庫為一可行之方案。 本計畫係參考過去「鹿寮溪水庫更新改善可行性規劃(1)、(2)、(3)、(4)」已完成之成果辦理後續之檢討、分析及評估事宜,作為未來鹿寮溪水庫更新改善後續規劃之參考,以尋求最佳之改善方案,提升鹿寮溪水庫蓄水能力,降低缺水問題。 本案係依 99年4 月27 日經水源字第09915002880號「研商鹿寮溪水庫及尖山埤水庫更新改善後續推動事宜」會議紀錄,編製委託技術服務計畫書。本局囿於人力,擬依政府採購法第22條第1項第9款及相關子法之規定,以公開客觀評選、限制性招標方式委託國內具優良信譽及工作實績之技術顧問公司、技師事務所及其他依法令得提供技術服務之自然人或法人辦理本案,爰編本委託技術服務說明書。
英文摘要Due to weather and environmental limits, the flow rate of rivers in Southern Taiwan is extremely uneven. Moreover, enhanced environmental awareness has repeatedly caused the construction of reservoirs to hinder, therefore, under the double pressure of the increasing demands for water resources, regional water supply pressure is steadily on the rise. Today, it is hard to find new dam sites in Taiwan, so for stable water supply in Chiayi, after evaluation and renovation, the Lu-Liao-His Reservoir located on the border between Ma Chou Hou (Paiho District, Tainan County) and Niu Chou Pu (Shueishang Township, Chiayi County) is viewed as a feasible proposal for this project. Lu-Liao-His Reservoir is also a subordinate of the Taiwan Sugar Corporation. In addition, Lu-Liao-His Reservoir is renovated as the redevelopment plan of current reservoir environments, and not developed as a new reservoir, therefore the impact it causes is lesser. This plan refers to past reviews, analysis and assessment of the completed achievements of “The Feasibility Plan (1), (2), (3) and (4) of the Redevelopment of Lu-Liao-His Reservoir”, and is regarded as a future reference for follow-up plans of redeveloping Lu-Liao-His Reservoir in seek of the best redevelopment plan, increase water storage ability and reduce water shortage problems. The plan is divided into two parts: the first part (this report) is “The Feasibility Plan of the Redevelopment of Lu-Liao-His Reservoir—Review on the Supply and Demand of Water Resources”, which emphasizes the calculations and review of the application of water resources; the second part, from another report, is “The Feasibility Plan of the Redevelopment of Lu-Liao-His Reservoir—Review of the Construction Plan”, which emphasizes the feasibility review of the construction site and layout. The construction scenario of increasing water storage in Lu-Liao-His Reservoir can be summarized into desilting, increase of reservoir height (by 1.2, 3 and 14 meters), removal and reconstruction, etc. With the results of “The Feasibility Plan of the Redevelopment of Lu-Liao-His Reservoir—Review of the Construction Plan”, the height, depth, stability, geology, and land acquisition of mountain ridges to the right and left of the dam site are totally considered. If 19 meters is added to the original dam, the appropriate development scale is an effective storage capacity of 22.56 million m3. If Yun-shui Weir does not have cross-watershed diversion, the potential water supply will only reach 26,000 m3 per day. If Yun-shui Weir has a water intake capacity of 10 cms and above, the potential water supply will be able to reach a maximum of 69,000 m3 per day. Pure water joint application is carried out on Lu-Liao-His Reservoir (including Yun-shui Weir cross-watershed diversion) and Jen-Yi-Tan Lan-Tan Reservoir, Pai-Ho Reservoir or all of the above, which may differ depending on if Pai-Ho Reservoir is desilted or not. The abundant surplus water of Bajhang Weir, Chi-lan Weir and Chia-Hsien Weir and joint application assessment process of Lu-Liao-His Reservoir have already undergone the water resource application calculation of each facility. In other words, the current water diversion of Bajhang Weir, current water intake of Jiyang Lake and the water from Jiyang Lake (E lake area) and Chi-lan Weir that should be reserved are deducted beforehand. Then, the water amount of the rest of the river courses partake in the joint application of Lu-Liao-His Reservoir. After calculation, the potential water supply reached 75,000~94,000 m3 per day based on different diversion dams, and barely affects the agricultural water use of Lu-Liao-His Reservoir.
