中文摘要為穩定高屏地區水資源之供應,擬於高屏溪河岸採用傍河取用伏流水方式作為備援用水,以增加用水調度之應變能力。本計畫工作內容主要包括:高屏溪沿岸伏流水開發適當位置評估、現場水文地質調查、試驗地點水源潛能量評估以及取水開發技術及可行性探討。 本計畫選定位於高屏溪右岸斜張橋下游約2.9公里處之興田地區為適合取用伏流水之地點,後續並進行相關現場調查試驗工作,包括:地質鑽探、地電阻探測、抽水試驗、微水試驗等。經現場調查試驗結果顯示,興田地區之地質條件與含水層透水性能佳,極適合取用伏流水源。另依據地下水模式模擬,於本區域全年取水10萬噸/日之條件下,距離水源開發區1公里外的地下水位影響甚微,因此於興田地區開發伏流水極具可行性。經本計畫分析,伏流水取水技術以集水暗渠及輻射井作為取水方式較具可行,並已完成相關工程規劃以及工程經費之估算;就工程經費與集水管安全性而言,輻射井工程經費較經濟且透水集水管較深相對較為安全,具有其優勢性,於國外已推廣多年且有相當多之成功案例,因此本計畫建議未來興田地區伏流水源開發計畫採用輻射井方式施作。在原水成本分析方面,每年供水六個月之原水成本為10.65元/噸;每年供水二個月之原水成本為31.94元/噸;若每年供水一個月之原水成本為63.88元/噸。由於本計畫伏流水之開發係定位為備援系統,以目前之需求,年供水六個月的情況下,興田輻射井原水成本為10.65元/噸,可作為高屏地區一旦豐水期間缺水時之備援功能,就其功能性、政經面與社會層面而言,興田地區伏流水源之開發工程值得推動。
英文摘要For the purpose of the stability supply for water resources in Kaohsiung Region, the riverbank filtration as water intake works nearby the Kaoping River is to be accessed and acted as backup and supplement water resources to increase the reaction capacity of the water allocations. The work contents of this project includes: assessment of the sites for interflow water resources intake works, on-site hydrogeological investigation, assessment of the potential water resources capacity on the test site and feasibility study of the technology for water resources development. The test site is located the right bank of the Kaoping River named as Hsin-Tien , which is approximately 2.9 kilometers downstream form the 3rd Freeway over river bridge. it is a suitable location for development interflow water resources, and becomes a follow-up field investigation site. The experimental works includes as geological drilling, resistance detection of strata, pumping test, slug test. The result of the field investigations shows that the Hsin-Tien area of geological conditions and the permeability of the aquifer are suitable for development interflow water resources. Based on groundwater model simulations, the development of 100,000 CMD interflow water resources for six months each year, it is slight impact to groundwater level fluctuation for the environment on the surrounding area of Hsin-Tien. The development of the interflow water resources of this site is very feasible. The technologies of intake works for interflow water resources near the river are selected for the collected infiltration pipe and the radial collector well after evaluation of this project, and has been completed the project planning and funding estimates, as the project funding and pipe security aspect, the technology of radial collector well is less funding for well engineering and set of pipes deep is relatively safe during operation, and there is quite a lot of success projects and promote at abroad for many years. As the reasons mention above, this project proposes the radial collector well water intake is suitable for the development of interflow water resources of Hsin-Tien area. Because the development of interflow water resources is positioned as a backup and supplement system. From analysis of the cost of raw water, it is estimated of 10.65 NTD/ton for the situation of water supply of six months per year, 31.94 NTD/ton for the situation of two months per year , and 63.88 NTD/ton for the situation of one month per year at Hsin-Tien area respectively. Acting as the function of a backup system, once water shortage during rainy season of Kaoping area it is worth pursuing for the development of interflow water resources in this area on the aspects of political, economic and the social level.
