中文摘要河川及水庫區域的監測是台灣水資源管理中一個重要的工作,但河川及水庫區域內的使用行為日趨複雜,以河川局及水資源局之有限人力與資源欲有效監控河川及水庫區域內違法之行為,有實際困難之處,故利用先進而成熟的遙測科學技術對河川流域進行長期的監測更顯為重要。本計畫以遙測衛星高時效與大範圍監測的特性,針對中央管河川(含淡水河及磺溪水系)和水庫蓄水範圍之變遷偵測;並透過網路通報每期變異點資訊至查報單位,而查報單位於現地調查後,再利用網路回報查報之結果。由於本計畫是常態性大範圍之變遷偵測,因此先進行電腦自動化變遷判釋,但考量河川巡防人員之實際工作情況,再配合光譜類別變化、形狀和紋理特徵及輔助圖資,以人工篩選方式進行變異點之過濾,如此可減少巡防人員之工作量。 本計畫執行期間需執行68期變遷監測影像接收與處理,於繳交期末初稿時(10/14/2013)已完成58期,共通報1151個變異點。本計畫之監測影像來源為福衛二號為主,SPOT-5為輔,計畫執行期間平均衛星影像分析率大約56%。在新技術研發方面,除了提升衛星影像變遷判釋之精準度外,同時也建立「線上互動式影像變遷偵測平台」(WIICAD,Web-based Image Interactive Change and Detection),建置深槽成果及歷年使用之衛星影像資料庫,提供使用者查詢或比對不同時期的地貌,進而運用變遷分析的e化作業;數化多時期河川深槽流路,可調閱各時期河川及深槽的變化,除了可靜態地檢視各深槽的變遷樣貌,更可動態地同步播放不同時期深槽的變遷成果影片以提供各配合單位河道治理之參考。 因應各類應用程式走向微型應用程式(App)的商業模式,規劃及建置河川及水庫監測查報App,提供查報人員更為簡便的現地勘查之輔助工具。 本計畫執行後全力配合處理由各配合單位提出的11件緊急協助需求,提供之衛星影像可做為處理河川管理之緊急事件參考或判斷依據。 由執行成果顯示,本計畫能夠有效的協助巡防人員進行河川及水庫區域變異點查報,並提高河川及水庫巡防取締違法行為之成效。
英文摘要The monitoring of river and reservoir area is a crucial work in the management of water resources in Taiwan. However, the illegal land-use in river and reservoir area has become rampant over the past years. It appears that the monitoring of every river and reservoir area is extremely difficult when the task is only conducted by limited human resource. Therefore, it is important to use advanced remote sensing technology to monitor river and reservoir areas on a regular basis. With high efficiency and large scale monitoring, this project uses remote sensing and satellite images to carry out a regular detection in the change spots, surrounding the river areas which are supervised by Central Government (including Danshui and Huang River). Any changes on the spots will later be delivered to the local patrol units via the Internet. They are required to perform field investigations based on the change spots. Thereafter, the investigation results and photographs will be uploaded and integrated into a web-based database management system after the report. This project uses the automatic change detection at first, then later a manual interpretation procedure involves in assist to the selection of potential illegal land-use spots. The project has been carried out from 5th September, 2012 to 20th December, 2013. 67 change spot notifications and investigations are completed and 58 change spots are detected. In the project, the majority of image sources are from FORMOSAT-2 and the others from SPOT-5. In the application of new technology, a Web-based Image Interactive Change and Detection (WIICAD) is developed. It provides a platform for satellite imagery database and displays results in building river deep-slots at the same time. Users can use the search and comparison functions to observe terrains at different periods of time. To apply change detection analysis on the WIICAD system, users can digitize a multi-period river flows on the deep-slots for a further inspection by watching statically views of change detections in each deep-slot, as well as the videos that displays change results over various time. In addition to provide an easier data tool for the field investigators during their investigations in the river and reservoir areas, this project also developed an application software (APP) as the assistance. Furthermore, The Water Resources Agency has requested 11 emergency cases within the project period. The satellite images as well as the following analysis are available and provide valuable information in response to various emergency events. Overall, the accomplishment of this project indicates the efficiency on how the river and reservoir patrols can apply temporal satellite images on regular detection of the changes in river and reservoir areas. The system which is used in this project also emphasized the assistance in a better understanding on the management of the surrounding lands near river and reservoir banks.
