中文摘要本計畫延續101年度「一河局轄區洪水預報系統建立之先期規劃」成果,首先針對轄內流域各水位站進行現場勘查,確認水位計探針位置,並將最新的河川斷面資料更新至預報系統資料庫。 蘭陽溪流域洪水預報系統以去年度所初步完成的系統為基礎,透過集水分區的重新劃分,以及逕流與河川模式的擴充建置,將五十溪、大湖溪、大礁溪、小礁溪、清水溪及安農溪等支流納入預報範圍,並以101年度蘇拉颱風事件完成參數檢定;和平溪流域則完成主流及楓溪的逕流與河川模式建置,並納入預報系統進行颱洪事件預報測試。 今年度主要以DRAINS系統提供防汛期間水情資訊研判、技術支援及預報諮詢,在蘇力、潭美、天兔及菲特颱風時期,本計畫提供3名人力全天進駐一河局值勤,就DRAINS系統實施操作控管,系統問題排除,協助洪水預報作業,並提供洪水預報結果、網路氣象水情資訊研判及相關水情資料。除此之外,在今年度各場颱風(含無進駐之颱風)海上警報發佈後,至警報解除為止,每天提供4次水情簡報資料,總計今年共提供54次水情研判簡報。 在系統整合的部分,本計畫利用General Adapter將GRUNOFF逕流模式及NewC河川模式,串接至FEWS_Taiwan平台,並利用該平台之功能,蒐集模式所需要之水文觀測及雨量預報資料,經由模式計算後將水位預報成果展示於今年度建置之防汛地圖,地圖中可一併展示各水位站觀測與預報、雨量站觀測與預報展示與彙整歷年颱洪事件受災(含溢堤、破堤、淹水)河段及區域以及CCTV影像等資訊。 本計畫於葫蘆堵大橋及農義橋架設洪痕水尺,可觀察颱洪時期的最高水位,今年度依據一河局之需求,於蘇力、潭美、天兔及菲特颱風期間進行淹水調查,同時為配合現場水情調查及勘查圖資查詢等作業,以及強化預報系統資料庫儲存功能,完成購置相關行動裝置及資料庫軟體。
英文摘要This project is based on “Flood Early Warning and Flood Control Integration Project under the Jurisdiction of the First River Management Office in 2013” in year 2012, each water stations under the jurisdiction of 1st River Management office (WRA01) are investigated, position of the probe are checked, and the latest river cross section data are updated to the data base. Lanyang River DRAINS is based on the preliminary model last year, by re-dividing the catchment and expanding runoff and river model, tributaries such as Wushi River, Dahu River, Dajiao River, Xiaojiao River, Qingshui River and Annong River are included. Typhoon Saola (2012) event is used to do parameter calibration. The runoff and river model for main stream and Feng River of Heping River are completed, and are used in DRAINS and tested in typhoon events. This year, DRAINS provides flood information analysis, technology support and forecast consulting during typhoon periods. During typhoon Soulik, Trami, Usagi and Fitow, 3 people were on duty 24 hour in WRA01, in charge of DRAINS operation, trouble shooting, flood forecasting, and provided flood forecasting results, weather and flood analysis information. Besides, since sea alert issued, flood information were provided 4 times a day during each typhoon events this year, there were 54 times in total. In this project, General Adapter is used to integrate GRUNOFF and NewC model into FEWS_Taiwan, and the functions of the platform are used to collect necessary hydrologic observation data and rain forecasting data, and the forecasting water level will be displayed on flood control map which is also completed in this year. The observation and forecasting water level and rain data are displayed on the map, the affected area and CCTV of the historical typhoon events are also displayed. The flood record tools are set at Huludu bridge及Nongyi bridge, are used to record the highest water level during typhoon events. According to the needs of WRA01, the affected area and flood related information are surveyed during typhoon Soulik, Trami, Usagi and Fitow. The mobile device and database software are purchased, for surveying flood information on site, checking map information and improve the database storage function of the forecasting system
