英文摘要In the needs of flood early warning and disaster mitigation, Water Resources Agency assisted the Third River Management Office to establish the river flood forecast systems for Wu and Dajia river basins, in 2008 and in 2009, respectively. When ever there is a typhoon warning announced, the flood forecast systems would start up automatically to collect real time hydrology data, to forecast the typhoon climatologic quantitative precipitation, the runoff flow rate, and then the river unsteady discharge sequentially. The forecast results can be seem through the graphs and charts built in the stand-alone display platform for the user to grasp flood fluctuation status easily. 2010 was the first year that the Third River Management Office start to maintain and expanse the function of Wu and Dajia river basin flood forecast systems itself. In the previous yearly project, it, in the way of system maintenance, completed the update of the hydro-physiographic information and the calibration of model parameters using the records given in Typhoon SINLAKU 2008 and Typhoon KROSA 2007; for the ease of system performance evaluation, added there the function of location identification of the hydraulic structures to the river flood display graphical interface, and also, the tool of error analysis; and for purpose of disaster alert, built up the web site and web pages to display the information of real time hydrological observations and the hydro-facilities distribution through the digital map, to show the information of flash flood forecast, and also to do the typhoon documents management. In this project, base on the past achievements, it continues to do the maintenance and expansion of the flood forecasting systems for Wu and Dajia River Basins, establish the one for Daan River basin, provide the typhoon rainfall and the flood forecast information during typhoon periods for the Third River Management Office to refer, and enhance the functions of the systems. The achievements of this project including: (1) integrating the entrance web pages of the flood forecast outcomes display platform and the disaster alert web site to one, building the WRISP single sign on, the specified account-password login, and the users right classification functions, it thus enable the external to log in to refer the system information; (2) updating the hydro-physiographic information to 2010 and using the records of typhoon Morakot 2009 to calibrate the model parameters to make the flood forecast systems to their optimum condition; (3) enabling the flood display graphical interface to the flood forecast results and also the location of the hydraulic structures of Daan river basin, and also for the variety sources of rainfall forecast, creating a new graphical component to show all error analysis results resort to different rainfall conditions, accordingly, the users can then has more information to estimate the possibility of the occurrence of flood; (4) applying not only the observation but also the climate typhoon rainfall forecast information to do flash flood forecasting during typhoon period, and using the specific colors to marked up the regions to be warning on the digital map, these would be helpful for the disaster preventers to get mush preparation time; (5) creating the function of automatically generating all demandable folders for the sake of classifying saving the typhoon documents at the first time while the typhoon warning announced, and this could be helpful to lighten the burdens for the people on duty.
