中文摘要受到全球氣候急遽變遷之影響,臺灣地區水環境快速變化,洪澇災害頻率與規模,損失之廣度與深度均有加大的趨勢,嚴重威脅著臺灣地區民眾的生命與財產安全。而近年來許多重大災害之應變經驗均顯現,快速蒐集、分析、發佈與應用各種遙測空間資訊,可提供災害緊急應變與決策支援工作之關鍵資訊,並協助預警疏散、減災及救助災民損失。 本署已於101及102年度分別以「多尺度遙測空間資訊蒐集與災害展示遙測空間平臺建置」及「102年度多尺度遙測影像分析與展示平台擴充維護」計畫中蒐集整合各種向量及影像圖資,以及部分區域之災前、災中與災後圖資,並發佈於所建置之「防災應變空間資訊系統」,提供災害評估與災後勘查之依據。有鑑於此計畫建置之系統對於防災應變確實提供了關鍵時空的重要資訊,對於決策支援深具應用潛力,實有必要持續擴充建置與維護。 本案計畫配合本署中央值班簡報所需擴充原有系統,提供更便利之 災中水情及災情資訊整合平臺,以利本署簡報作業順暢,並規劃設計互動式線上系統操作教學,供使用者學習操作,以推廣防災應變空間資訊系統供署內於災中快速應變及災後快速瞭解災情。並配合今年度Google發行新版本,需規劃整合專屬防災執行計畫所需圖資,統一歸併至防災專用之GEE私有球上,達到資料共享,提升資料使用效能。另外為確保系統穩定服務,規劃異地備援與定期備份工作。掌握與判斷今年度重要流域重大地震事件或颱洪事件前、後期比較圖資,俾利製作災害相關紀錄及報告,以做為掌握未來淹水範圍及河道淤積造成通水斷面減少風險的參考。
英文摘要Influenced by the rapid change of global climate, the water environment of Taiwan has undergone dramatic changes. It is observed that the frequency and scale of floods are getting severe. Recently, many assessments of serious disasters indicate that interpretations and analysis of remote sensing GIS data not only provide key information for disaster emergency response and decision making, but also offer assistance in evacuation, disaster reduction and rescue missions. To improve Disaster Prevention and Emergency Response GIS system as a platform that integrates accurate and abundant information of rivers amid disasters, this project works with WRA’s emergency response and expand the system’s functions. With the interactive ueser’s guide, users can easily learn how to search and apply data amid and after a specific disaster from the system. This year, the following targets have been achieved: (1) Integrating exsiting hydrologic and meterologic data and hence produce useful layers. (2) Proposing a custom-made platfrom that illustrates real time water information and other disaster related information for WRA’s reference on duty of emergency response. (3) Collecting and processing Synthetic Aperture Radar satellite imagery amid disasters. Though imagery programming reports of Typhoon Matmo and Typhoon Fong-Wong have been submitted, WRA determined not to purchase them due to uncertianties of both Typhoons’ landing timing and routes. (4) Collecting and processing Formosat-2 satellite imagery amid disasters. After the torrential rain event on Aug 7th, landslides of Gangwei river floodway have been detected on the imagery. (5) Designing a on-line interactive user’s guide of the system and holding three training workshops in Taipei, Taichung and Tainan. Suggestions and feedback of the system have been well received after training workshops, this project expects to add more useful data in it and keep its service for prodive more precise information for decision-making in disaster prevention tasks.
