中文摘要受到全球氣候急遽變遷之影響,臺灣地區水環境快速變化,洪澇災害頻率與規模,損失之廣度與深度均有加大的趨勢,嚴重威脅著臺灣地區民眾的生命與財產安全。而近年來許多重大災害之應變經驗均顯現,快速蒐集、分析、發佈與應用各種遙測空間資訊,可提供災害緊急應變與決策支援工作之關鍵資訊,並協助預警疏散、減災及救助災民損失。 本署已於102至104年度分別以「多尺度遙測空間資訊蒐集與災害展示遙測空間平臺建置」及「102年度多尺度遙測影像分析與展示平台擴充維護」及「103及104年度多尺度遙測影像分析與展示平台擴充維護」計畫中蒐集整合各種向量及影像圖資,以及部分區域之災前、災中與災後圖資,並發佈於所建置之「防災應變空間資訊系統」,提供災害評估與災後勘查之依據。有鑑於此計畫建置之系統對於防災應變確實提供了關鍵時空的重要資訊,對於決策支援深具應用潛力,實有必要持續擴充建置與維護。
英文摘要Global warming is already having significant and costly effects on our communities, our health, and our climate. These impacts will continue to intensify, grow ever more costly and damaging, and increasingly affect the entire planet. The consequence is now accelerating the rate of sea level rise, increasing flooding risks to low-lying communities and high-risk coastal properties whose development has been encouraged by today’s flood insurance system. 5S(5 Spatial) information is been utilized in this project. This system was designed for users of Water Resources Agency(WRA) which is the Disaster Prevention and Emergency Response Geospatial Information System (DPERGIS) that was developed, expanded and maintained by this project, has successfully integrated hydrology, meteorology, warnings, disasters and all kinds of important GIS data. It is very convenient for users to access DPERGIS via internet and set up various criteria of space and time to quickly search and display those GIS data related to water resource disaster prevention and emergency response. Meanwhile, all GIS data can be easily overlaid with each other by DPERGIS, which enables the users to make a cross comparison and analysis, as well as supporting the work of disaster emergency response and decision making in water resource. DPERGIS involed GIS(geographic information system)、RS(Remote Sensing)、GPS(Global Positioning System) which includes multi-scale 3D animation、table list and bottom selction、overlapping realtime and historical data in images and vectors format to support necessary information to WRA’s staff to make decision for disaster events as possible. Devided subdata set could be manupulated by each local river agency and dam agency for their interested targets. Four tasks are implemented in this project as (1)Extend and maintain system functions and data sets. (2) Join WRA disaster contingency group. (3) Making system training and attend WRA annual conference. (4) Remote Sensing Data collection and analysis. The advantage of this system are providing multiscale data of disaster information in time and spatial domain under 5S skill, let staff of WRA more easy to make right decision in the right time for decreasing severe disaster occurred and quicky make strategy of disaster recovery. This project indeed provide a powerful platform that is able to support the work of disaster emergency response and decision making in water resource.
