中文摘要為促進水資源永續利用,民國104年12月已通過「再生水資源發展條例」之立法,使再生水之推動歷程邁入新的進展,各項再生水之開發、供給、使用與管理方式,已陸續有明確之法源依據,此有助於各區域污水處理廠之放流水以及廢污水再生利用之推動,亦有助於區域供水之調配與穩定,而各區域之廢污水處理系統即是珍貴的水資源預處理系統,成為供應水資源的可靠來源之一。 臺南仁德污水下水道系統自民國99~105年辦理第一期工程建設,包括興建仁德水資源回收中心,該中心已於105年5月底完工啟用,配合用戶接管與支幹管工程之進度,將陸續增加處理量,第一期污水處理量約15,500CMD,未來待第二期完成後之全期處理量則為31,000CMD,主要處理水源為二仁溪流域的生活污水,可有效改善三爺溪及二仁溪之水質。 由於目前臺南地區尚屬水源供應短缺之虞地區,依照「再生水資源發展條例」規定,未來鄰近若有新增用水計畫之開發單位,其興辦或變更開發行為,需使用一定比率之系統再生水。爰此,本計畫擬就仁德污水處理廠之水再生利用辦理相關初步規劃,俾提供未來對再生水有需求者之水源資訊,增進區域供水之效益與穩定。
英文摘要Considering the supply insufficiency of water demand in Tainan area. In addition to dispatch the agricultural water for the short-term emergency, developing some new water sources should be a perennial solution. Therefore, the "Investigation Planning of water reclamation in Rende Wastewater Treatment Plant" will be implemented to recycle and reuse the treated water in order to reduce the load on water supply in Tainan. The designed treatment capacity of Rende Sewage Treatment Plant (Phase I) is 15,500 CMD. As a result of the difficulties of the pipeline connection project in the area, the actual treatment volume was only about 200-800 CMD in 2017. The conductivity of the treated water is about 700 ~ 800 μS/cm which exceeds the require standards, which can be suitable to define as a recycled water source. The largest full-term production of water is estimated to reach 20,000 CMD in Rende renewable water plants. The proposed construction is in two Phases. The supply of industrial water and secondary water are 10,000 CMD and 1500 CMD in Phase I in respectively. The initial estimate of the Phase I project funding is about NTD 620 million. Funding for industrial water operation and maintenance costs about NTD 15.0 /m3, secondary water operation and maintenance costs about NTD 3.1/m3. Preliminary Assessment indicated that it is more feasible for the civil institutions to submit proposals for the project establishment. In the future, the operators of renewable water plants should apply for permission from the competent authority (Tainan City Government) in accordance with the "Reclaimed Water Resources Development Act (Draft) ", the construction permits and the operation permits before starting operate. In addition, according to Article 7, it is able to exchange water source with existing institutions in the area which with a shortage of supply, thus bringing about a synergistic effect of water supply. After evaluating all kinds of renewable energy sources and considering that the site is located in a sufficient area of sunshine, it is suggested to use the solar energy system be the priority for the construction of renewable energy. According to PVsyst simulation software analysis results, the available space is equipped with solar energy system in the field, the device capacity will up to about 449.8 kWp, with an annual generating capacity of about 600 MWh, reducing annual emissions of about 60,000 kg of carbon dioxide (CO2) and providing electricity for sewage treatment plants and renewable water plants with energy efficiency.
