|英文摘要||As stipulated by the Article 3 Item 2 of the “Disaster Prevention and Protection Act”, Ministry of Economic Affairs is the central regulatory authority for water and drought disaster prevention and protection, in charge of conducting, supervising and coordinating related administrative agencies in all levels; executing public affairs; and disaster prevention, response and recovery works.
In addition to disaster reduction and preparation, there exists a great difference within water and drought disaster prevention and protection operation in terms of methods of execution and operation time between handling urgent events such as disaster pre-warning and response and general normal operation. Drought disaster response focuses on developing and conserving water resources; it requires regular climate and water information analysis of the professionals. Water disaster response focuses on urgent handling measures such as the preparatory deployment of disaster prevention and protection resources, inundation potential assessment based on weather information during disaster, and issuing early warning for disaster avoidance. The manpower and specialty required by the disaster prevention and protection and the process of urgency response has a characteristic of high demand in a short time, depending on the number and duration of the drought, typhoon, heavy rain and all types of disaster in a given year. Therefore, how to effectively provide and utilize professional manpower to assist the Water Resource Agency in conducting climate and water resources analysis during drought, and conducting disaster response, pre-warning and preparatory operation during flood defense, are the concurrent vital issues that demand immediate actions.
This team plans to utilize the capability and ample manpower resource of professional organizations to assist Water Resource Agency in the following tasks:
1. International disaster analysis.
2. Conducting water and drought disaster review and promotion conferences.
3. Assisting the duty on water and drought disaster response.
4. Compiling annual water disaster prevention results.
5. Assisting the water disaster command post exercise.
6. Maintenance and operation of flood warning calculation module
7. Research and development, maintenance and operation of the disaster prevention decision making support system.
8. Maintenance and operation of the lesson learned center and its data base.
9. Other unscheduled assignments.
This team expects to deliver the results of accomplishing international disaster analysis; conducting the water and drought disaster review and promotion conferences; fulfilling the water and drought disaster response duty; finishing with compiling the annual water disaster prevention results, assisting the water disaster command post exercise, maintenance and operation of flood warning calculation module, maintaining and operating the disaster prevention decision making support system, maintaining and operating the lesson learned center and its data base, and other assigned tasks.
