中文摘要曾文水庫為台灣容量最大之水庫,亦為嘉南地區最主要水源,兼具灌溉、給水、發電及防洪功能,民國98年莫拉克颱風來襲,造成淤積面由EL.165m急遽上升至EL.177.5m,單一颱洪事件入庫淤積量高達9,108萬m3,除大量淤泥外,亦發生漂流木及沉木堵塞取水斜塔攔污柵,爰為清除取水斜塔前庭淤泥及沉木,以確保其正常取水功能,經濟部水利署南區水資源局(以下簡稱本局)已積極辦理曾文水庫取水斜塔前庭清淤第一、二期工程,第二期預於107年10月底前完工(目標抽泥量140萬噸),為延續目前清淤成效,避免新進淤泥再回淤,甚進一步再降低壩前淤砂高程,有必要繼續辦理第三期抽泥清淤作業,俾達水庫永續利用之目標。第三期抽泥清淤作業續規劃利用抽泥泵及抓斗等機械設備,清除取水斜塔前庭1000m扇形範圍內之沉木及淤泥,抽吸之淤泥經由湖域浮動及岸上固定管線,輸送至第一暫置區(落水池至1號導水隧道出口間河道)及第二暫置區(曾文二號橋下游河道)暫置,俟颱洪期間水庫洩洪時,再藉洪水沖刷暫置淤泥迴歸至下游河道及曾文溪出海口。 第三期抽泥作業之計量計價,係以抽泥計量室之濃度計及流量計等儀器執行即時量測作業,由即時量測資料換算為抽泥乾土重據以計價,沉木部份則以實際抓取重量計價。以上計測工作之執行與稽核,均需由專業技術能力單位負責辦理,以確保清淤計量及檢驗之作業品質及公信力,避免計價可能發生的爭議。
英文摘要Zengwen Reservoir is located in Dapu Township, Chiayi County. The dam site is located in the Liutengtan Valley at the junction of Dapu Township of Chiayi County and Nanxi District of Tainan City, with a total capacity of 700 million cubic meters. The water collection scope includes Dapu Township, Alishan Township and Fanlu Township of Chiayi County, Nanxi District and Dongshan District of Tainan City, and Namaxia District of Kaohsiung City. The water collection area covers an area of 481 square kilometers. The reservoir with the largest amount of water in Taiwan, the water level is 18.93 square kilometers. Zengwen Reservoir is the reservoir with the largest water storage capacity in Taiwan. It is also the most important water source in the Jianan area, with irrigation, water supply, power generation, flood control and sightseeing functions. In August of 2009, the typhoon Morakot struck, causing the reservoir siltation surface to increase rapidly from EL.165m to EL.177.5m, and the siltation amount was as high as 91.08 million cubic meters. In addition to a large amount of silt deposited in the water intake, it also causes driftwood to block the water passage section of the water trap tower, which hinders the operation of the reservoir. To ensure their normal water features, Tainan Water Conservancy Bureau has been actively handle the intake tower of Zengwen Dam vestibule dredging. The project of first and second phase to clear mud and driftwood at vestibule of the intake tower. The second phase is expected to be completed in December 13, 2018. In order to continue the current dredging effect and avoid new silt to back to silt, they further reduce the silt elevation in front of the dam, and proceed with “The dredging work of the third phase of the Zengwen Reservoir pumping operation” (hereinafter referred to as “the third phase of sludge dredging operation”) that can achieve the goal of sustainable use for the Zengwen Reservoir. Sludge dredging operation in third phase use the mud pumps and other mechanical equipment to grab and clear the intake tower of the range of vestibular 1000 meter. The EL of job level is 180 ~ 230 meters (Zeng dam elevation system). The maximum water depth of operation capacity must be 80 meters or more (EL.150). It is estimated that the mud volume will be 5.1 million tons and the driftwood will salvage at least 200 tons in 2022. The measurement and pricing of sludge dredging operation in the third phase is carried out by means of the concentration meter and the flow meter of the mud metering chamber to perform the real-time measurement operation. The real-time measurement data is converted into the mud and dry soil to calculate the price. Some driftwoods are based on actual grab weight. The above description of the execution and audit of the measurement work is the responsibility of the professional and technical capacity required units for processing. Therefore, “Zengwen Reservoir Drilling Operation Phase III - Dredging Measurement and Inspection” is edited (hereinafter referred to as “the program”). In order to serve the silt operation, the Tainan Water Conservancy Bureau will be assisted in the smooth implementation of the dredging operation. The stationing schedule of the relevant manpower will be adjusted according to the actual progress of sludge pumping manufacturers in the third phase.
